Hermon MacNeil's new quarter design debuted in 1916 with Liberty's right breast bared, a choice that provoked public criticism and led the Mint to cover it with chain mail within a couple of years. This debut-year issue was struck in a strikingly small mintage of only about 52,000, making it the undisputed key date of the entire Standing Liberty series.
